Study: Police Complaint System 'Broken'

A new study from the University of Chicago says the system for reviewing complaints against Chicago police is “broken.”

U of C Professor and police department critic Craig Futterman says about 10,000 complaints alleged serious abuse between 2002 and 2004. Futterman says only about one percent of those were deemed by the department to be supported by the evidence. And he estimates 85 percent of the time, investigators didn't conduct in-person interviews with accused officers.

FUTTERMAN: What we found was that these police abuse investigations violate virtually every cannon of professional investigation.

Futterman says he's skeptical that recent changes to the city's Office of Professional Standards will lead to meaningful reform. A police spokesperson called the study “skewed.” She says the findings don't take into account the large percentage of complaints she says are bogus.
