Weis Just Trying to Look Tough?

Attorneys suing the Chicago Police department say Superintendent Jody Weis is using the federal courts as a prop to make himself look tough.
Weis is openly defying two federal court judges who have ordered his department to turn over lists of police officers who have racked up more than five complaints. Weis says he won't do it because releasing the list would endanger cops, threaten their privacy, and hurt morale in the department. Attorney Flint Taylor has been fighting for the list as part of a police misconduct lawsuit.
TAYLOR: You would think that morale would be boosted by the fact that the police superintendent would want to root out the repeater cops who are the ones that are giving a bad name to all the others.
Taylor says this is a PR stunt by Weis to gain the trust of rank and file officers. Officers have said they're wary of Weis, a former FBI agent, who was brought in to reform the department. A police spokesperson referred questions about Weis' motives to the law department which didn't immediately return calls for comment.

Does this refer to five sustained complaints or five alleged complaints?
Do the five complaints need to have been accrued in a specific span of time or over a career?
